DETERMINATION OF NON-SIGNIFICANCE (DNS)
The Reserve Mixed Use/Multiple Family/Senior Housing Project
SEP15-0021

The City of Auburn is issuing a Determination of Non-Significance (DNS) for the following described project. The permit applications and listed studies may be reviewed at the Community Development & Public Works Department at 1 East Main Street, 2nd Floor, Customer Service Center, Auburn, WA 98001.

Proposal: Administrative use permit, design approval and other approvals for the site preparation and construction of mixed use project consisting of 592 dwelling units (297 senior apts. & 295 family units), approximately 11,000 sq. ft. of ground floor commercial space in five, 5-story buildings & one 1-story recreational building, approximately 587 surface parking spaces, maintaining a 25-foot buffer to the approximately 7.69 acres of on-site wetlands.  The site is in the C1, Light Commercial zoning district.

Location: Two parcels comprising approximately 19.17 acres bounded by 10th and 14th ST NW/NE and A ST NE and B ST NW; Auburn WA King Co.  Assessor Tax Parcel No.’s 1221049014 & 1221049018

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Design and Construction Standards. Multiple family residential is allowed only as part of mixed use in the C1 zone.  An administrative Use (land use) permit is required for senior housing in the C1 zone.  The City may rely upon other laws and approvals to condition the project.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted to 25 W Main Street, Auburn, WA 98001 by 5:00 p.m. on March 1, 2016. Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk within 14 days of the close of the comment period, or by 5:00 p.m. on March 15, 2016.
