Participating groups agree to remove litter from an assigned section of street or right-of-way at least four times a year, over a minimum one year period. The City will provide volunteers with safety supplies and training, bags and pick up and disposal of full bags. Additionally after volunteers complete their first clean-up activity the City will install a recognition sign with your name on it to thank you for your efforts. Right-of-Way (ROW)The City of Auburn, Transportation Section, administers a number of processes related to regulation of the public right-of-way, including ROW Use Permits, Temporary Haul Permits, Banner Permits, Block Party Permits, and Right-of-Way/Street Vacations. Also, the Construction section administers Construction Permits that are sometimes required for activities in the City's right-of-way. The descriptions below will help you identify whether one of these processes is appropriate for your situation. ROW Use PermitsDescription: These permits are used when there will be an activity or object placed in the right-of-way. ROW Use Permits are most commonly issued for banners, awnings, dumpsters, monitoring wells, temporary haul routes, parades and block parties. Note that some right-of-way uses require a construction permit rather than a ROW Use permit. Please contact us to confirm which permit is required before submitting an application. ROW Use Permits require a non-refundable application fee of $30 for Banner Permits, $60 for a permit to cover a 30-day period or less. Permits for longer than 30 days shall have a permit fee of $100 for the first year plus an additional $30.00 for each additional year and shall expire at the end of five years from date of issuance unless sooner terminated by the Public Works Committee. The application fee for a ROW Use Permit shall be paid at the time the application is filed, provided however, bona fide governmental agencies of the federal government or the State of Washington or subdivisions thereof shall be exempt from payment of said fee. All ROW Use Permit Applications (except for applications requesting a banner on East Main Street, temporary haul route, or dumpster) shall be reviewed by City staff and approved by the Public Works Committee and City Engineer. ROW Use Permit Packet (PDF) Temporary Haul PermitsDescription: ROW Use Permits are required for haul routes that include over height (14’), over length (40’), over width (10’), or over weight (20,000 lbs per axle) vehicles. The City typically requires at least one week advance notice to process a temporary (one-time) haul permit. The applicant must provide a ROW Use Permit application and associated forms, a copy of any state approved haul permit for the move, a map of the proposed haul route, as well as indication of the height, width, length, total weight, and number of axles of the vehicle(s) moving the load. Based upon the information received, the City will notify the applicant of any additional information required and conditions of the haul. Note: The City does not permit oversized or overweight hauling on Friday and Saturday nights. Also, depending on the location and specifics of the haul, the City may need to adjust the time of the haul for safety and other considerations. ROW Use Permit Packet (PDF) Banner PermitsDescription: Banner Permits are a type of ROW Use Permit. Because they are routine and have limited impact on the right-of-way, the City has a streamlined process for Banner Permits. Street banners of a non-political nature, advertising civic events and sponsored by a non-profit organization may be installed at a pre-designated location within the 200 block of East Main Street for a period not to exceed 14-days in duration. Requests to install banners shall be made by submitting a ROW Use Banners application to the City Engineer who shall have the authority to administer the issuance of any such permits. Banners are scheduled for 7-day or 14-day periods throughout the year. Only one organization can be scheduled for each time period. Banners shall conform to the City of Auburn Standard Detail. Banners must be delivered to the Engineering Division in City Hall, 25 West Main Street, at least three (3) working days prior to the scheduled installation for inspection by Engineering Division personnel for conformity to Standard Banner Detail. ROW Use Permit Packet for Banners (PDF) Block Party PermitDescription: If you intend to have a neighborhood block party, and want to use the street, you will need to submit a ROW Use Permit for Block Parties application. The application requirements include obtaining insurance and having all neighbors sign a petition approving the street closure (this includes all neighbors whose access will be blocked, not just the neighbors who are attending the party). ROW Use Permit Packet for Block Parties (PDF) Construction PermitsDescription: Construction permits are required for a variety of activities that occur in the public right-of-way, usually associated with construction activity. Right-of-way activities requiring a construction permit include, but are not limited to, scaffolding, sign installation on private property, permanent directional sign installation in the right-of-way, staging construction materials such as cranes and dumpsters in the right-of-way, performing sub-surface and groundwater investigation (less than 30 days), tree cutting and removal, and bus shelter installation. Applications for construction permits shall be submitted to the city engineer and shall be accompanied by drawings, plans, specifications, performance bond valued at 125 percent of the estimated cost of work including landscape and restoration work anticipated, and a brief narrative description of the project scope in sufficient detail. Construction Permit (PDF) Right-of-Way VacationsDescription: Right-of-Way/Street Vacations are the process by which the City vacates ownership of public right-of-way. This typically occurs in a situation where the City is not using, and never intends to use, a segment of right-of-way. As policy, the City typically discourages vacation of the public right-of-way. However, there are instances when it is acceptable. The document below contains information on the process for requesting a street vacation. Applicants may also wish to meet with City staff in advance of submitting a request for a street vacation in order to learn more about the process. Right-of-Way/Street Vacation Process (PDF) Memorial SignsDescription: Memorial signs provide friends and relatives of persons fatally injured in accidents with the opportunity to memorialize them by sponsoring a memorial sign to be erected near the scene of the accident in a safe and consistent manner and combat impaired driving and increase the public’s awareness of the need to drive safely and responsibly. The City will review the application and inspect the proposed site for the memorial sign and inform the applicant as to whether the proposed sign installation is approved or denied. If approved the applicant with be required to pay a fee of $150 prior to installation of the memorial sign. |
