The Planning and Development Department manages the City of Auburn's Comprehensive Plan. Adopted in 1986 and amended in 1995 to comply with the requirements of the Growth Management Act (GMA), the Comprehensive Plan is the overall guiding policy document for how Auburn manages growth and development. The Comprehensive Plan also serves as the basis for the City's adoption of implementing development regulations such as zoning. Plans prepared for specific subcategories such as the airport master plan or sanitary sewer plan are incorporated as elements of the Comprehensive Plan.
The Auburn Comprehensive Plan identifies the desired type and intensity of land use development throughout the city, identifies the city's future annexation areas, and sets forth levels of service for various public facilities and services such as streets and utilities. Policies addressing topics such as, land use, housing, the environment, transportation and economic development are also addressed in the Comprehensive Plan.
Amendments to the Comprehensive Plan are processed on an annual basis to address changing circumstances, including changes in State law. Citizens may, through this amendment process, also request changes to the Comprehensive Plan map and text.
Work on the Comprehensive Plan cannot be successful without public participation, so keeping the public informed and involved is an essential departmental function. With the help of the public and the City of Auburn Planning Commission (appointed by the City Council), amendments to the Comprehensive Plan are prepared for City Council consideration and adoption.
