Matrix of recommended strategies - sorted by order of priority

The attached matrix lists the strategies contained in the neighborhood plan. It is a quick and convenient way to find these strategies along with their priority and the City agency responsible to implement it. The following explains the acronyms and organization of the matrix.

Title:

At the top of each matrix is a title and below the title is a brief description of how the strategies are organized. All the matrixes contain the same information. One matrix is a list of strategies sorted by reference number. The other matrix is list of strategies sorted by priority.

Priority:

Priority represents the amount of support neighborhood residents gave a particular strategy. Each strategy received an average of six positive votes. Strategies with a priority higher than six received an above average number of positive votes. A negative number represents a strategy that got more egative responses than positive responses. A strategy with a zero priority either got no votes or an equal number of positive and negative responses.

Ref # is a coding system used to sort and organize the list. The number following the acronym represents a specific strategy in the plan.

Agency:

Agency indicates the City department responsible for implementing the strategy or, at least, coordinating the implementation of a strategy among other agencies or City departments. The acronyms are as follows:

14 PS 3.2 DCPD & APD Develop a safety assessment plan of the neighborhood's physical features that identifies, among other things, physical improvements that may help abate drug nuisances. Improvements may include, but are not limited to, street lighting, ways to reduce street parking so as to improve neighborhood visibility, trimming hedges, installation of cameras and other security devices in alleys and other common areas that are frequently used for drug trafficking.
13 TPP 1.1 DPR Seek collaborative relationships and partnerships with the Auburn School District, White River Presbyterian Church and Holy Family Catholic Church whereby neighborhood residents can use and enjoy the open spaces provided by these agencies.
12 PS 1.2 DPCD Incorporate into the City of Auburn's web page information and crime statistics that neighborhood residents and business owners can use to effectively prevent future crimes and remain vigilant against crime.
12 TPT 2.1 PW Slow traffic speed on arterials and neighborhood streets through traffic calming technique, improved signage and other techniques.
12 TPT 2.3 PW Eliminate localized traffic and pedestrian safety hazards and reduce the incidence of through traffic on local streets caused or encouraged by Auburn Way South or A Street SE congestion by identifying locations for safety improvements and locations for traffic calming and traffic control strategies.
11 CD 2.2 DPCD Assist in developing the old Albertson grocery store property into a neighborhood shopping center.
11 TPT 2.4 PW Conduct an analysis to determine the best way to improve the level of service at the intersection of 12th and A Street SE during rush-hour traffic and install the necessary traffic controls to implement the suggested improvements.
10 PS 3.1 APD Promote the enforcement of the provisions in the City's business license ordinance for multi-family housing units that require property managers to attend landlord training for the abatement of drug nuisances.
10 PN 3.1 DPCD Provide Neighborhood Watch groups a directory that contains the name of agencies, along with their assigned personnel and their phone numbers, which are responsible for enforcing particular nuisances.
10 PN 4.3 DPCD Encourage neighborhood groups to apply for Neighborhood Matching Grants to help fund periodic clean-up campaigns.
10 TPT 1.3 DPCD Establish and enhance pedestrian and bicycle access and facilities throughout the neighborhood by providing safe, convenient and desirable surroundings that encourage walking and bicycling. Give particular attention to non-motorized access around schools and other public facilities such as parks. Sidewalks must be pleasant places with convenient street crossings.
10 TPT 1.1 PW Explore methods of streetscape improvements that are low-cost and do not place the entire financial burden on property owners.
9 LU 6.3 DPCD New construction should respect the neighborhood’s single-family residential qualities.
9 PN 4.1 SWD Institute an annual clean-up campaign whereby neighborhood groups are encouraged to remove abandoned vehicles and junk.
8 LU 4.1 DPCD Ensure that development regulations provide for adequate protection of residential development from commercial development in areas transitioning to higher intensity uses.
8 PN 1.1 DPCD Direct the selected agency or individual to do what is necessary to solve the entire problem rather than just that portion which their agency is traditionally expected to address.
8 TPT 5.1 DPCD Use the City’s Capital Improvement Plan process to identify sidewalk, crosswalk, and street lighting needs in the Terminal Park neighborhood.
7 PS 5.2 DPCD Require new multi-family buildings and subdivisions use design criteria that complies with Crime Prevention Through Environmental Design (CPTED) guidelines

1 PS 2.2 APD Train neighborhood watch groups on how to conduct safety audits to assess security issues and physical features of property that contribute to vehicular theft and home safety.
1 CD 1.1 DPCD Explore the feasibility of the City assisting in the aggregation of commercially zoned lots in the north end of Terminal Park neighborhood for the purpose of creating space for heavy commercial land uses.
1 CD 1.3 DPCD Encourage mixed-use developments that include buildings that provide a combination of light-commercial and residential land uses.
1 LU 3.1 DPCD Limit the development of commercial land uses along the east side of A Street SE between 9th Street SE to 17th Street SE to parcels located between A Street SE and the north-south alley approximately 100 feet from the street. Use this north-south alley as the demarcation between commercially and residentially zoned properties. The City will discontinue vacating portions of the alley; instead, it will maintain it and keep it clear of any developments and intrusions.
1 PS 2.3 DPCD Provide incentives (i.e, grants and low interest loans) for the development and installation of gates, security cameras and lights at apartment complexes and parking lots of large business firms and retailers.
1 UD 2.1 DPCD Consider the Terminal Park neighborhood for gateway signage as part of the city’s gateway program.
0 PS 4.1 DPCD Educate the public about graffiti, how it impacts their neighborhood, the cost upon the taxpayer for its removal and strategies to prevent and/or clean-up graffiti.
