Lakeridge Paving Corporate Headquarters

The City of Auburn is issuing a Notice of Application (NOA) and Determination of Non-Significance (DNS) for the following described project. The permit applications and listed studies may be reviewed at the Auburn Community Development & Public Works Department at 1 E Main ST, 2nd Floor, Customer Service Center, Auburn, WA 98001.

Proposal: The project will consist of 3 phases:

Phase A: construction of 2 modular offices, approximately 1,848 sq. ft. and 2,880 sq. ft.; a new approximately 3,840 sq.-ft. shop with self-contained rinse station; a new 607 sq.-ft. dispatch office, placement of 2 storage containers, and associated site improvements including on-site landscaping and parking areas for heavy equipment/vehicles and passenger vehicles; and, dedication of 16.5 ft. of right-of-way (ROW) for ‘A’ St. SE (aka East Valley Hwy).

Phase B: construction of half street improvements to ‘A’ St. SE including widening to create a center turn-lane, curb, gutter, sidewalks, and associated stormwater improvements; new landscaping behind the sidewalk including a landscaped berm; and, street lighting.

Phase C: no construction or development is planned for Phase C at this time. This Phase includes continued monitoring of the potential wetland to determine if it is in fact a wetland. If it is determined to be a wetland the proper permits may be pursued by the Applicant to fill and/or relocate the wetland and/or to alter the wetland buffer. If it is not determined to be a wetland only local permits will be needed for future development. Raedeke Associates will continue monitoring the potential wetland and complete the necessary hydrologic studies to make this determination. The anticipated hydrologic changes are related to the cleaning of the ditches along 'A' St. SE, removal of several septic systems, and repair of on-site drainage systems. Reference the "Draft Wetland Assessment" by Raedeke Associates, revised January 2018.

  • Phase B: Civil (frontage) Permits, Final Wetland Determination.

  • Phase C: Depending on the Final Wetland Determination; 1) if the determination is that there is no wetland – Grading Permit (City); 2) if the determination is that there is a wetland and it will be modified or filled – Federal (U.S. Army Corps of Engineers), State (WA DOE, WA DFW), and City Permits.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn

The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on March 15, 2018 to the mailing address of 25 W Main ST, Auburn, WA, 98001, or to the email below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001- 4998 within 14 days of the close of the comment period, or by 5:00 PM on March 29, 2018.
