DETERMINATION OF NON-SIGNIFICANCE (DNS) 
City of Auburn Housing Action Plan (HAP), SEP21-0013


The City of Auburn is issuing a Determination of Non-Significance (DNS) for the following described proposal. The application may be reviewed at the Community Development Dept. at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 or upon request from planning@auburnwa.gov. 

Proposal: City of Auburn Housing Action Plan - This non-project proposal is a plan identifying near and long-term strategies to encourage construction of additional affordable & market rate housing in a greater variety of housing types and at prices that are accessible to a greater variety of incomes in the City.  Recommendations identified in the plan include various zoning code or Comprehensive Plan changes, new city programs, and city participation in increased partnerships and collaboration.  The recommend-actions focus on encouraging market rate & below market rate housing in downtown Auburn, encouraging the development of middle housing types in R-5 & R-7, residential zoning districts, & preventing displacement and encouraging the preservation of existing affordable housing. https://speakupauburn.org/hap

SEPA Environmental Checklist

The City of Auburn as lead agency for this proposal has determined that the proposal does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist application and other information on file with the lead agency. This information is available upon request. 

Public Comment Period: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on June 7, 2021 to the mailing address of 25 W Main ST, Auburn, WA, 98001 or e-mailed to the contact above. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.

Appeal Period:  Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001- 4998 within 14 days of the close of the comment period, or by 5:00 PM on June 21, 2021.
