The City of Auburn is issuing a Notice of Application (NOA) and Determination of Non-Significance (DNS) for the following described project. The permit applications and listed studies may be reviewed at the Dept. of Community Development at One E Main ST, 2nd Floor, Customer Service Center, Auburn, WA 98001.

Proposal: Construction of an approx. 11,500 sq. ft. medical office building and assoc. parking on a site encumbered by Category III wetlands.  Mitigation for the partial fill of 30,960 sq. ft. of Wetland B and 12,113 sq. ft. of indirect impacts to Wetlands B & C is proposed via approx. 270,271 sq. ft. of off-site wetland rehabilitation (4:1) and enhancement (8:1) on an approx. 10.02-acre site (King Co. Parcel No.1421049015) located approx. 0.9 miles north of the development site within the same Mill Creek/Green River sub-basin. 

Location: The development site, comprised of two undeveloped lots located at the SE corner of the intersection of 15th ST SW and O ST SW. King Co. Parcel No. 031500280 & 0301500090 and approx. 10.02-acre off-site wetland mitigation site, located at the NE corner of W Main St and West Valley Highway, King Co. Parcel No.1421049015.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Engineering Design & Construction Standards.

Lead Agency: City of Auburn Community Development Dept.

The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-355; the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on June 16, 2021 to the mailing address of 25 W Main St, Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001- 4998 within 14 days of the close of the comment period, or by 5:00 PM on June 30, 2021.
