CP2102 4th Street SE Preservation

As you may have noticed the City has started the construction phase of the 4th Street SE Preservation project in March of this year. This project is making improvements to 4th Street SE between Auburn Way South and L Street SE. The City’s goal of this project is to develop a roadway design that meets our transportation and mobility goals, improves access for pedestrians, and is supported by the community.

This project will:

  • Replace aging City underground utilities
  • Remove sidewalk obstructions
  • Replace sidewalks (as needed)
  • Replace curb ramps (as needed)
  • Improve street lighting
  • Construct a new roadway surface
  • Construct an enhanced pedestrian crossing at J Street SE
  • Construct curb bulb-outs to encourage traffic calming and reduce pedestrian crossing distance

Project Update:
The contractor has completed most of the improvements between Auburn Way South and F Street SE. This segment for the project will reopen to traffic soon. There may be a few minor construction activities that will take place once it is reopened but will have minimal impact to traffic. 

Final paving of segment 1 will be completed with the final paving activities in segment 2.

Segment 2 of the Project (F Street SE to M Street SE) will be closed to through traffic starting at 7:00 AM on June 1, 2022. The roadway is anticipated to reopen on September 30, 2022.

Concrete Crosswalks will be installed in the intersection of 4th Street SE and F Street SE as part of the work associated with Segment 2. This may require intermittent closures of the intersection.

Project Limits: 
4th Street SE from Auburn Way South to L Street SE.
 
Proposed Road Closure:
The City intends to close 4th Street SE between Auburn Way South and M Street SE during construction. The road will be closed to through traffic. Local traffic will be allowed on 4th Street SE during the closure. Local traffic consists of: Residents, parcel delivery vehicles, refuse service vehicles, school buses, and emergency vehicles.


WHEN: The road closure began in early March 2022 and will remain closed through October 2022.

CONSTRUCTION PHASING: It is anticipated that construction of the project will be split into two segments, which impacts how the road closure is managed: the first segment is from Auburn Way South to F Street SE and the second segment is from F Street SE to L Street SE. Construction will start on the first segment, from Auburn Way South to F Street SE and then progress to the second segment, from F Street SE to L Street SE. The City’s Contractor will only be permitted to close one segment of the roadway to through traffic at a time. However, work in both segments may occur at the same time depending on the contractor’s work plan.

ACCESS: During working hours, access will remain open in one direction to local residential traffic, Waste Management, School Buses, and First Responders (Police, Fire, and Ambulances) only. Signed detours will be in place. During weekends and holidays, and after daily construction activities have ended, the roadway will remain closed, but will return to two-way local traffic only. 

Pedestrian access will remain open during construction. At times, portions of the sidewalk will have to be closed to install the new sidewalk and curb ramps.

Pedestrian detours will be provided around the work zone when the sidewalks and curb ramps are closed.

Project Schedule:

Construction started in March 2022 and is anticipated to be completed by October 2022.
