NOTICE OF APPLICATION (NOA) and OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS) A STREET LOOP (CP2117) SEP23-0002
The City of Auburn is issuing a Notice of Application (NOA) and Optional Determination of Non-Significance (DNS) for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.
Proposal: Construct a new one-way (eastbound) roadway connection between A Street SW/S Division Street and A Street SE. The new intersection with A Street SE will allow an unsignalized right-turn movement onto southbound A Street SE, providing an alternative to the intersection of 3rd Street SE and A Street SE, which does not meet adopted Level of Service (LOS) standards. The staging area for the construction has been applied for under a Temporary Use Permit (TMP23-0003).
Construction material and equipment storage/staging associated with the capital improvement project will be located on two parcels to the north of the project site.
Location: The project site abuts A Street SE to the west and abuts east of the intersection of 4th Street SW with S Division Street, and approximately 120 north of the underpass of SR 18. King County Assessor Parcel No. 1321049116, plus staging area parcels 6350000005 and 6350000003.

Statement of Consistency and List of Applicable Development Regulations: This proposals subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.
Lead Agency: City of Auburn
The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 pm on February 23, 2023 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on March 9, 2023.
