NOTICE OF APPLICATION (NOA), NOTICE OF PUBLIC HEARING (NOH) and DETERMINATION OF NON-SIGNIFICANCE (DNS)
Major PUD Amendment
PLT225-0005 and SEP25-0010

The City of Auburn is issuing a Notice of Application (NOA), Notice of Public Hearing (NOH) and a Determination of Non-Significance (DNS) for the following project described. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: Located in the Lakeland Hills South Planned Unit Development (PUD) south of the intersection of Lake Tapps Parkway SE and Sumner Tapps Highway East, this project proposes to amend the boundary of the PUD to extract 14 of 15 parcels out of the Lakeland Hills South PUD through a Major PUD Amendment (PLT25-0005). The Lakeland Hills South PUD was originally established in the 1990’s and the proposed area to be extracted (approximately 43.6 acres) was created to provide enhanced flexibility and alternative residential development standards for a mix of residential densities. The subject site is no longer intended for residential development but proposed instead for an Auburn School District new middle school.

Location: The subject parcels include the following Pierce County Parcel Nos: 0520053001, 0520053006, 0520053013, 0520053014, 0520053015, 0520053016, 0520053034, 0520053035, 0520053036, 0520053040, 0520053041, 0520053046, 0520053055, 0520053060, and 0520054081. The Auburn School District’s compilation of parcels is bisected by Pierce County parcel 0520053025, which is a pipeline/powerline right-of-way owned by Northwest Pipeline Corporation, and parcel 0520053072, containing a water tower owned by the City of Bonney Lake. These two parcels are not a part of the application.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Threshold Determination: The City of Auburn has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.

Public Comment Period: All persons are invited to comment. Comments must be in writing and submitted by 5:00 PM on August 4, 2025 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.  

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 p.m. on April 18, 2025.

Public Hearing: The Hearing Examiner will conduct a public hearing on August 20, 2025 at 5:30 PM. The public hearing will be held in person and virtually. Please note mailed comments may not be received by City Staff on time for inclusion in the packet provided to the Hearing Examiner.  Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
